New SAIG Enrollment Functionality Coming to FSA Partner Connect on July 14, 2025
The U.S. Department of Education has announced the next major step in its modernization of federal student aid systems. Beginning July 14, 2025, the Student Aid Internet Gateway (SAIG) enrollment and user management functionality will transition to FSA Partner Connect, officially replacing the standalone SAIG Enrollment website.
For institutions, third-party servicers, and other FSA partners, this change brings both operational updates and process improvements that will impact user access, enrollment workflows, and compliance protocols. Here's what you need to know.
Transition Highlights
New Role Names
The old terms Primary Destination Point Administrator (DPA) and Secondary DPA are being updated to Primary Administrator and Secondary Administrator under the new system.
Verify Access Now
Before July 14, Primary and Secondary Administrators should verify their FSA Partner Connect access to ensure uninterrupted functionality for their organizations.
Reminder: All users must log in at least once every 90 days to avoid deactivation. Accounts are deactivated after 365 days of inactivity.
Access & Authentication Updates
Inactivity Protocols
If a user account is inactive for 90 days, they can reactivate it via AIMS self-service (see EA GENERAL-25-23).
If inactive for 365 days, Administrators must contact the FSA Partner and School Relations Center to restore access. General users must be reactivated by an Administrator.
Login Security
Users will continue using FSA User ID, password, and a TFA-generated security code for login authentication, just as they did with the SAIG Enrollment site.
New Features Launching July 14
Enrollments Moving to Partner Connect
Starting July 14, organizations can manage new and updated enrollments for the following systems through FSA Partner Connect’s Account Access Management Center (AAMC):
COD (Common Origination and Disbursement)
NSLDS®
FAFSA Processing System (FPS)
eCDR Appeals
SAIG Mailboxes (including Test Mailboxes)
Total and Permanent Disability (TPD) Notification
DCC CRM Online (for federal loan servicers only)
Eligibility & Oversight Case Management
Note: eZ-Audit enrollment will not be available in FSA Partner Connect at this time. Continue using the current eZ-Audit website.
Goodbye to Paper Signatures
A major improvement in this rollout is the elimination of paper and scanned signature pages. All signature actions will now use DocuSign.
If a signature from an Authorizing Official (AO) or Designee is needed, they will receive an email via DocuSign.
Once the signature is submitted, Primary/Secondary Administrators will receive confirmation via email.
Special Note for Test SAIG Mailboxes
FSA will convert test mailboxes to the new system only if they are associated with an eligible FSA-recognized entity (school, servicer, agency, etc.). If a test mailbox isn’t converted, users can request assistance via the FSA Partner Connect Help Center’s Customer Support form (select “Other Topics”).

Final Thoughts
The migration of SAIG enrollment functions to FSA Partner Connect represents a major step toward centralized user and access management. Institutions and their financial aid operations teams should act now to verify administrator access, clean up user lists, and ensure email and contact information is current.
